Transformation of Military Ethics During the Zhou Dynasty in Ancient China

ABSTRACT

The transformation of the governance model from a rule of virtue to political realism in China has been a topic of great interest to scholars. In this study, I examine military culture during the Zhou Dynasty and investigate the changes in ethics based on factors such as cultural values, social customs, and political structure to understand the process by which moral values have changed as the governance model transformed from rule of virtue to political realism. I found that military ethics have changed from governance through the use of rituals during the Western Zhou Dynasty to what was called “deception makes an army” during the Eastern Zhou Dynasty.     

Casualty Rates of US Military Personnel During the Wars in Iraq and Afghanistan

Abstract

In Operation Iraqi Freedom, which ended in August 2010, nearly 3500 hostile deaths occurred among US military personnel and 32,000 more were wounded in action (WIA). More than 1800 hostile deaths occurred during Operation Enduring Freedom (in and around Afghanistan) through 2014 and about 20,000 were WIA. A larger proportion of wounded personnel survived in Iraq and Afghanistan than during the Vietnam War, but the increased survival rates were not as high as some studies have asserted. The survival rates were 90.2% in Iraq and 91.6% in Afghanistan, compared with 86.5% in Vietnam. The casualty rates varied between the conflicts in Iraq and Afghanistan and before, during, and after the respective surges. Amputation rates are difficult to measure consistently, but I estimate that 2.6% of all WIA and 9.0% of medically evacuated WIA from the Iraq and Afghanistan theaters combined resulted in the major loss of a limb. Elevated non-hostile death rates (including deaths due to accidents, illnesses, homicides, or suicides) resulted in about 220 more deaths in Iraq and about 200 more deaths in Afghanistan than would have been expected in peacetime among populations of the size deployed to those two conflicts.     

What Is Known About Defence Research And Development Spill-Overs?

This article surveys the body of available evidence regarding the spill-over effects of defence R&D. It reviews the routes through which defence R&D spills over to the economy with positive externalities – in terms of new products, technologies or processes; the barriers that impede or block such a process; potential negative repercussions, and the measure of such effects. The main conclusion is that the uncertainty of these effects, and the inaccurate appraisal of their value, hardly supports informed decisions concerning defence R&D policies.     

面向应急管理计算实验的模型构建和模型管理

基于人工社会的计算实验使应急管理的定量分析与研究成为可能。然而,应急管理模型涉及多个学科与领域,具有多层次、非线性和多粒度等特点,需要一套规范的流程来指导人工社会的模型建立和模型管理。论文梳理了面向应急管理的模型体系,提出了基于领域特定建模的人工社会建模方法,解决了多领域建模问题;研究了模型的形式化描述与编码问题,并实现了模型的有效管理;结合"甲型H1N1"病程模型,详细论述了模型的构建方法与管理问题,为面向应急管理的计算实验提供一体化的模型服务。     

Advancing “Defence-in-depth”: intelligence and systems dynamics

This article aims to encourage the fostering of more systems thinking, and its greater exploitation, within the domain of contemporary intelligence. With particular focus on “micro systems thinking” and with reference to key intelligence processes, such as intelligence analysis, the utility of many systems dynamics within the intelligence context seeks to be further revealed. Through their greater collective harnessing, including up to “System of Systems” (“SoS”) dynamics, and promoting all that they can offer, more sophisticated overarching operational-to-strategic/policy “ends,” notably that of “defence-in-depth,” can be viably further advanced in a sustainable manner into the future. Arguably, a much-needed transformative impact on contemporary intelligence can also be increasingly realised through comprehensively engaging in and with more systems and SoS thinking. Aiding civil protection tasks, crisis management, emergency planners, and civil contingency practitioners likewise gain.     

带内双频电磁辐射对频率步进连续波雷达的虚警干扰规律

为掌握带内双频电磁辐射对雷达的虚警干扰规律,以频率步进连续波雷达为研究对象,基于理论分析与效应试验,研究了虚警目标的电平变化规律、波形特征以及出现位置规律。结果表明:受试雷达在带内双频电磁辐射作用下,不考虑互调干扰时,至多产生两个位置随机的“山丘型”虚警目标,两者距离差与双频干扰频差有关。双频干扰中两分量互相压制,即当任一干扰分量强度恒定时,随着另一个分量的增强,前者形成的虚警目标电平缓慢下降,最终降速基本恒定,而后者形成虚警目标电平逐渐升高,直至电平恒定;若双频干扰信号两分量同比例增强,则两个虚警目标电平均在初期近似线性上升,而后增速逐渐降低至零。     

面向EUP的军用软件保障机制研究

软件保障是软件密集型装备和系统持续可靠地发挥作战效能的有力保证。从软件保障原则、保障组织和保障过程等方面,研究了面向EUP过程(Enterprise Unified Process,EUP)的军用软件保障机制,初步探讨了在EUP全生命周期中规划、组织和实施军用软件保障的方法。     

作战指令自动生成的关键模块设计*

作战指令的自动化生成主要涉及到汉语分词技术、语法分析和代码生成。将作战文书归结为一个半结构化的自然语言信息抽取问题,采用数据融合方法实现词法分析,采用编译原理的技术实现语法分析,采用规则库最终实现了作战指令的自动化生成,作战指令的自动生成将提高指挥自动化的水平。     

新疆高校校园文化建设相关问题研究

本文通过对新疆高校校园文化建设现状进行问卷调查,着重对新疆高校校园文化建设存在的问题进行了思考和分析,并在此基础上提出了相应对策。

把英语作为第二语言的教学是20世纪60年代在美国兴起并逐步走向独立的科目,它在综合相关专业的同时正在朝专业化方向发展。近年来其硕士层面的教育为全球培养了大量合格的中小学英语教师,取得了较好的成绩。本文以曼卡托明尼苏达州立大学英语系为例,并结合笔者在该系攻读TESL硕士学位时的经历,解析其主要课程及设置理据。
